The OCC’s final stablecoin rule will require covered issuers to accept direct redemptions from retail holders, including customers who previously relied on intermediaries. Effective January 18, 2027, the rule ordinarily requires covered issuers to fully process and initiate payment within two business days of a qualifying request, or credit an account with the issuer at the customer’s request. The OCC removed the proposed automatic seven-calendar-day extension; requests exceeding 10% of a brand’s outstanding issuance value in 24 hours instead require supervisory notification within 24 hours.
